BSA Environmental Services has strong familiarity in assessment of current and
future resource utilization and in preparation of supporting sustainability
documentation while adhering to legislative mandates on sustainability. The
concept of sustainability was initiated within NEPA legislation which declared
that it is the national policy to “create and maintain conditions under which
humans and nature can exist in productive harmony, and fulfill the social,
economic and other requirements of present and future generations of
Americans.” In more recent legislation, the government has shown its commitment
to sustainable development in the design, location, construction, maintenance,
and operation of high-performing Federal buildings. Targets and goals mandated
within current legislation have placed reduction requirements on water and
energy consumption, limitations on pollution generation and greenhouse gases
(GHG), and call for green procurement of supplies and services. Specific
sustainability goals and targets are stated in these recent regulatory
documents:
 |
-
Energy Policy Act of 2005 (EPAct 2005);
-
Federal Leadership in High Performance and Sustainable Buildings Memorandum of
Understanding (MOU);
-
Executive Order 13423 "Strengthening Federal Environmental, Energy, and
Transportation Management";
-
Energy Independence and Security Act of 2007 (EISA 2007); and
-
Executive Order 13514 "Federal Leadership in Environmental, Energy, and
Economic Performance".

BSA is thoroughly familiar with the mandates for reductions in resource
consumption (i.e., water, energy) and the limits placed on pollution generation
(i.e., wastewater, GHG, solid waste) within these legislative documents.
Specific directives on sustainable practices in Federal buildings are for
energy efficiency, reduction of greenhouse gas emissions, use of renewable
energy, reduction in water consumption intensity, acquisition of green products
and services, pollution prevention, reduction or elimination of toxic and
hazardous chemicals and materials, cost-effective waste prevention and
recycling, increased diversion of solid waste, sustainable design and high
performance buildings, the use of alternative fuel vehicles and fuels, and
electronics stewardship.
To fulfill requirements of these mandates, some Federal agencies utilize the
Leadership in Energy and Environmental (LEED) or the Green Globes systems for
rating building sustainability. Integrating these systems along with other
green practices, BSA has developed state-of-the-art implementation strategies
for sustainable water consumption and waste reduction in Federal buildings.
